Setup Windows 11 without an internet connection

You want to do this in order to NOT be forced to create an online microsoft account just to login to your local machine.
They will continuously nag you to create one and lure you with additional features that require an online account.
They desperately want you to create an online account but with a bit of vigilance you can avoid it.

NEVER create an online account.

If you do a normal setup it leaves you stuck at "Let's connect to a network".

    DO NOT connect to a network
    Press SHIFT+F10    if you do not need to enable the function keys
    Press SHIFT+FN+F10 if you need to enable the function keys

A command prompt window will open and you will enter:

    oobe\bypassnro

The computer will restart.
DO NOT connect to a network.
Do a normal setup and this time when you get to the "Let's connect to a network" screen you will click:

    "I don't have internet" followed by "Continue with limited setup"

Set up your computer with a local account and they can't track you from the get go until you connect to the internet and do stupid things.
Continue with the setup and create a local user account and answer "No" to all options that infringe on your privacy.
Once setup is complete, go into Settings > Privacy & Security and revisit those options to turn them off again!
